How One District Strengthened MTSS and Cut Office Referrals by 50%
Boone County School District knew its MTSS framework had strong pockets of work—but not a consistent, districtwide system. Tier 1 social, emotional, and behavioral (SEB) instruction often depended on individual champions, and schools lacked cohesive, evidence-based Tier 2 and Tier 3 curriculum to support students with greater needs. District leaders were looking for a unified, sustainable MTSS solution that could align SEB supports across elementary, middle, and high schools.
In 2023, Boone County partnered with CharacterStrong to build a consistent approach to Tier 1, Tier 2, and Tier 3 SEB supports. Today, 19 schools (12 elementary, 6 middle, and 2 high schools) are implementing CharacterStrong to establish a shared foundation for SEB instruction and strengthen MTSS systems. With a strong focus on professional development and coaching, the district has seen a 50% reduction in office referrals and a 7% increase in student SEB competency, alongside growth in emotional regulation skills and positive student feedback.
